You will observe that Lord Crewe does not share

the view held by Sir P. Lugard that the clause (Ar-

ticle 28 of the draft Working Agreement) stipulating

that the Kowloon rullway shall be joined up with the

Canton-Funkow railway is merely a re-uffirmation as

between the two Governments of a pledge already exist-

ing as between the British and Chinese Corporation and

the Chinese Government, and that in His Lordship's

opinion no obligation is imposed upon China either by

the agreement of March 26th, 1899 between Shông and

the Agents of the British and Chiriese Corporation or
